No, Vortex is Verosika's bodyguard, judging by how he acts throughout the episode, and how she refers to him in the beginning "meet my new Hellhound, Vortex, unlike you, he does his *job* well" He's merely employed by her, and his girlfriend is likely not anyone very important.
